JI. As to Ceylon. The Governor does not say anything as
to his reasons for thinking the proposed Ordinance desirable- a point which was not decided definitely in Mr.Chamberlain's
despatch. I hope that Mr.Charcherlain will now decide not
to take the proposed action in Ceylon for the following
